About the ITU Pleipotentiary Conference

At its 2011 session, the Council decided that the next ordinary Plenipotentiary Conference would take place in Busan (Republic of Korea) from Monday, 20 October to Friday, 7 November 2014 (Council Decision 560).
 
Further to Decision 560 and in accordance with No. 2 of the Convention, on 21 October 2011, the Secretary-General launched a consultation (Circular Letter No. 47) with the Member States of ITU requesting their concurrence with the precise place and exact dates for PP-14.
 
On 13 December 2011, the Secretary-General announced that the consultation received the agreement of the required majority of the Member States in accordance with No. 2 of the Convention (Circular Letter No. 67).
 
The Plenipotentiary Conference is the key event at which ITU Member States decide on the future role of the organization, thereby determining the organization’s ability to influence and affect the development of information and communication technologies (ICTs) worldwide.
 
The Plenipotentiary Conference is the top policy-making body of the ITU. Held every four years, the Conference:
  • sets the Union’s general policies;

  • adopts four-year strategic and financial plans; and

  • elects the senior management team of the organization, the members of Council, and the members of the Radio Regulations Board.
