Open Consultation on UN GGE 2015 Norm Proposals
Leiden University’s Program for Cyber Norms, in partnership with the ICT4Peace Foundation, have launched a global open consultation on how to implement the UN Group of Governmental Experts’ (GGE) recommendations on responsible state behaviour in cyberspace. The two organisations seek to enhance and support the work of the GGE, by conducting wider academic and expert consultations on norms and ways of their implementation.
Stakeholders from academia, civil society, the private sector, and public administration are invited to submit recommendations, comments, guidance, and views on whether the proposed norms can be considered distinct, relevant, and justified. Further recommendations on responsible state behaviour in international cybersecurity are welcome also, as well as advice on what reference materials, such as national and international documents, and academic and expert literature, could be considered when implementing the proposed norms.
After the consultation, a commentary will be published, together with guidelines for implementation of UN GGE norms. In order to develop the commentary, editorial woking groups will be created on each of the 11 voluntary non-binding norms proposed in paragraph 13 of the UN GGE 2015 report. Stakeholders are also invited to participate in one or several of these groups, with a view to contribute to the preparation of the final implementaton guidelines and commentary.
