The Organization for Security and Co-operation in Europe (OSCE) is an intergovernmental organisation composed of 57 member states from Europe, Central Asia and North America, which works to address a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism, and economic and environmental activities.
OSCE activities include conflict prevention, fostering economic development, ensuring the sustainable use of natural resources, and promoting the full respect of human rights and fundamental freedoms.
OSCE’s early involvement with cyberspace was related to the promotion and protection of digital civil rights, such as the freedom of expression. More and more the organisation also focuses on issues related to cybercrime (including with relation to child safety online), cybersecurity, and the use of the Internet for terrorist purposes. A key focus is on the development of confidence building measures between states to reduce the risks of conflict stemming from the use of information and communications technology.
