Based in Geneva, Switzerland, Mr Mouloud Khelif is an independent digital strategy, policy, and governance advisor/consultant with over 25 years of international experience, spanning multiple industries across public, private, and non-profit sectors. Mouloud joined the Digital Watch Observatory as a Digital Knowledge Fellow in August 2023, contributing to the technology and economic baskets. His current interests span AI governance and policymaking, the impact of disruptive technologies on the future of work, and linking geoeconomics and geopolitics to digital innovation. Mouloud leads workshops on digital strategies for innovation hubs and knowledge economy ecosystems, and he mentors startup founders within accelerators. He’s also an instructor for the Internet Society’s Internet Governance and Encryption courses. Mouloud holds an M. Engineering diploma from the Ecole Nationale de l’Aviation Civile (ENAC) a MSA from the Institut National Polytechnique both in Toulouse, France, as well as an MBA from HEC Montreal in Canada. He completed a Master of Advanced Studies on International Negotiation and Policymaking at the Geneva Graduate Institute and recently obtained an online Advanced Diploma in Internet Governance from the Diplo Academy. Mouloud is a current member of the Washington DC Center for AI and Digital Policy (CAIDP) 2023 AI Policy Clinic Research Group. He is a three time ICANN Fellow, attended the School on Internet Governance, Digital Policies and Innovation (SIDI) in 2021 and a North American School in Internet Governance (NASIG 2023) Fellow. Mouloud is a board member of ICANN’s EURALO individual users and recently joined the Internet Governance Forum’s Policy Network on Artificial Intelligence.
