France publishes a white paper on the Application of International Law in Cyberspace
Coinciding with the first meeting of the UN Open-ended Working Group (UN OEWG) on Cybersecurity, the French Ministry of Defense published a report clarifying its position on the application of international law to military operations in cyberspace. The report should serve as an instrument for government representatives at the UN OEWG – and later for the Group of Governmental Experts (GGE) – by illustrating the application of international law, including the UN Charter and international humanitarian law, to the use of information and communication technologies in time of peace and armed conflict.
