UK terror watchdog warns that AI could increase risk of terrorism
Hall noted there has been excessive focus on AI’s positive potential, neglecting its potential misuse by terrorists for attacks.
Jonathan Hall KC, an Independent Reviewer of UK terrorism-related legislation, expressed the need for AI to be designed with the intentions of terrorists firmly in mind, emphasising the importance of AI developers taking proactive measures.
One of the key areas of concern lies in AI-powered chatbots, which Hall considers to be particularly dangerous. He warned that these chatbots have the potential to manipulate and influence vulnerable or neuro-divergent individuals, pushing them towards committing acts of terrorism.
‘What worries me is the suggestibility of humans when immersed in this world and the computer is off the hook. Use of language, in the context of national security, matters because ultimately language persuades people to do things’, Hall stated.
